fwupdmgr get-updates, doesnt get firmware for the thunderbolt host controller.

Fwiw you need to actually "wake up" the controller before updating the firmware. Normally you'd do that by plugging in a TBolt device, but if you don't have any, you can always do a boltctl power and quickly CTRL+C out of it when it says that the controller has woke up (as boltctl will then shut the controller back down), only then you can update the firmware.
I've done that on my P52, while it worked for me, I can't guarantee that it'll work on the T480
