@tburke, the non-Steam version works with a local unlock manager. It stores the progress in a local file called «Achievements.srl». On windows it's in Documents/Reus/ so on Linux it should be in your home folder I think? You can copy that file to another computer.

The Steam version, which isn't stable nor online yet (Sorry! We're working on this, see pinned thread) syncs your unlocks with Steam achievements, so you'd sync your tech three progress through Steam (by means of the achievements).

Currently however, it's impossible to bring your local progress to the Steam version.
