Откуда инфа про один год? Вроде по новости нигде такого не видно.
UPD, в комментах там пишут:
Like all Red Hat subscriptions you will need to renew. In the case of the developer subscription, you will need to again agree to the terms and conditions. Even if you choose not to renew, know that you can still log into your computer and use the software.
