попробуйте поменять конфиг и рестартаните sshd, чтобы исключить вариант проблемы на уровне приложения

чтобы исключить вариант с сетью (MTU)
iptables -t mangle -A FORWARD -p tcp --tcp-flags SYN,RST SYN -j TCPMSS –set-mss 1360
