Здравствуйте я пешу небольшую программу и хачю чтоб онa была свободной будет ли достаточна разместит в файлах что вроде

и нужно ли это переводить на русский ?


ИМХО переводить совсем ненужно, посмотри как это делается в утилитах гну - там все на буржуйском.
