судя по всему belocs-locales-bin явно не из убунтовского репозитория - попробуй удалить его, после чего:

sudo dpkg --configure -a
sudo apt-get update
sudo apt-get dist-upgrade -y

если не получится - скопируй сюда /etc/apt/sources.list

belocs-locales-bin при удалении много за собой тянет?

Нет, только себя, но это капец.
Выполнил:
>apt-get clean
>apt-get update
>apt-get upgrade
Скачалось 670Мб пакетов (скорость 128kbps) -> тот же диалог -> та же ошибка.

>apt-get belocs-locales-bin remove
Та же ошибка! Он даже не удаляется!

Кстати о диалоге. Там два окна, в первом только кнопока <OK>, во втором - <Yes> и <No>.
Первое окно:

Upd. "sudo" не пишу, потому что залогинен под рутом.

Upd. Удалил gdm. Теперь диалог не появляется, но ошибка с libc6 осталась.
