This letter is the result of Nokia and Apple recent activity in order to change the default audio/video codecs from Ogg/Theora+Vorbis [1],[2] to H.264/AAC [3],[4] in the future HTML5 standard.

Nokia outlined its position in the open letter [5], mentioning the use of proprietary technologies in the Ogg format and the lack of ability to support the copyright protection (DRM). But H.264 and AAC are copyrighted and require payments for the use in spite of Ogg / Theora + Vorbis codecs which require no usage payments and have patent which will provide protection from companies who want to "sell air". Quality of the compression by Ogg/Theora Vorbis is at the same level as of H.264/AAC and in some cases is even better.

By this petition we ask you to choose Ogg/Theora as default multimedia codecs in HTML.

Какой-то ужас. Даже до бета-версии не дотягивает.

Вот как изменили стандарт после Nokia, помоему формулировка лучше, о H.264/AAC ни слова.

Так это же написано что это временная заглушка.
