2 questions from beginner

I have two questions about RH Linux 7.1:
1. How do install (or set) two mouse in Linux? One mouse is PS/2, another is COM1. In Win98 they are worked without any problem. In Linux worked only mouse at COM1.
2. Why I can't write Rusian characters in Mozilla? I changed codes of the text - is not worked.
